Towards European Digital Sovereignty

The IPCEI instrument – Important Projects of Common European Interest – is a relatively recent addition to the European industrial policy landscape. Introduced in 2014, it only began to see concrete implementation towards the end of the last decade in sectors such as microelectronics and batteries. Its role is now widely recognised at the institutional level: the Draghi Report on European competitiveness strongly supports its use, recommending it across almost all the sectors examined and calling for its acceleration and expansion as a tool to strengthen technological capabilities and help bridge potential technological gaps with non-European ecosystems.
In this context, IPCEI-CIS – Cloud Infrastructure and Services – represents a significant milestone: it is the first IPCEI explicitly dedicated to the digital domain, with cloud recognised as a fully-fledged strategic infrastructure. The project has required complex coordination among operators, industry and research centres across several Member States, involving distributed value chains and ambitious technical objectives in terms of sovereignty, interoperability and platform scalability.
TIM has played an active role in this effort, as it has in other European and global forums where the technological trajectories of the sector are shaped. The pages of this issue describe the Group’s technical contribution, the architectures developed and the collaborations established. It is a story told with the precision that has distinguished the Notiziario Tecnico TIM for more than thirty years – because it is in the technical details that the tangible value of a commitment is truly measured.
